Manager Schulte submits his FY 2013-14 budget to Mayor James

January 15, 2013 - KANSAS CITY, MISSOURI
Budget aligns with performance management measures and Council priorities; Available in City’s new Open Data Catalog

Today, as required by the City Charter, City of Kansas City, Mo., City Manager Troy Schulte delivered the FY2013-14 Submitted Activity Budget to the Office of the Mayor. As part of this year’s budget submittal, Kansas City simultaneously launched the City’s Open Data Catalog. For the first time, line item detail will be available for public review.  Citizens, civic leaders and City staff all have access to the same critical data.
“I would like to thank staff for their countless hours of work to prepare the Manager’s Budget.  It is important, as we did last year, that this document be made public immediately so together we can begin the task of adopting a balanced municipal budget. The City Council has put in place, for the first time, a process that establishes clear priorities and assesses progress on those priorities via the KCStat performance management program. I am proud to say that this year’s Manager’s budget connects those adopted performance indicators to the budget for the first time,” said Mayor Sly James.

As an outgrowth of the collaboration among the City Manager’s Office, Mayor’s Office and City Council, last week, the City Council adopted 23 priorities within six broader categories, plus one cross-cutting priority focused on customer service, citizen engagement and communication. Each priority is accompanied with one or more performance indicators that will be used to track its progress. This marks the first time Council priorities have been connected to specific and measurable performance indicators.

“The budget is the fundamental policy document for our organization, and we want to be open with that information,”  Schulte said.  “I am pleased to launch our latest initiative in open government, the Open Data Catalog.”

The Manager’s Budget can be found online in the City’s Open Data Catalog at http://data.kcmo.org. The City Manager’s transmittal letter is attached here in pdf form.
